Makes some sense - DST will have more of an effect the further a region is away from the equator, and in more densely populated areas.

@JordanUh Obvious enough. There are 5 Australian states in 3 time zones. Three do Daylight Time, 2 don't. The US is exactly the same, except we have 50 states and only 3 of them don't do DT. -
But why have a time zone that's offset by half an hour. That just complicated things.
