Probably people messed up the poll by pointing somewhere else. Needs much more background info to draw any conclusions such as "who", "how many" and was there a motivation to get it right or not.

It is a scientific, but online, poll. Presumably respondents had to click on the map. Seems to me that there would be a lot of room for human or technical click response errors.
