Is this where it's possible to rescue a submarine, or where it's possible to be rescued BY a submarine?
-
Where a submarine can "sink" down to the bottom without being crushed bu pressure, and thus be rescued (by another, special, ,sub). Maximum depth varies between submarine types, however, but not that much.

The continental shelves, and where incidentally, during the last Glacial Maximum of the last Ice Age, the extent of the coast line was. Now consider, where we normally build settlements. Where would humans have settled during and before the Ice Age?

So submarine rescue is like a soldier helmet: doesn't save you, but you need to trust it.

Helmets are for indirect damage, mainly debris falling down. A lot less people were killed by indirect artillery fire after they issued them, during the Great War.
