Instead of arguing about who does it, why don’t why try to find out what they all have in common: WHY this is happening in the first place? And then use it to fix the situation? Is it parental absence? Social rejection? Mental illness? Too much violence? 15 minutes of fame? Abuse
they've all got guns in common but nobody seems to want to do anything about that
Lots of other countries allow citizens to own guns. You only hear about mass shootings in the US. Why? Guns alone don’t kill people. The wrong people with guns kill people. Unless we stop this from happening this will never change.

We need to put responsibility where responsibility is due: if your kid kills because they had access to your gun, you should be partially liable for it, for starters.
Absolutely, but that's a rather low bar. We can also hold people liable for not securing their guns properly before their kid kills someone. But oh, that'd require them to know how to, so we'd have to require some education before people can buy guns wouldn't we?
people take drivers tests to get their license and still go out and speed, drive drunk and otherwise kill people on the roads, while i agree totally with gun safety classes i doubt it would make as big an impact as we would hope.
There is no perfect solution. Tighter screening, background and psychological checks, more owner liability laws regarding 3rd parties (for both kids and adults), screenings at school to catch a red flag early, etc.
