Twitter is acting as a publisher which means they decide what can be posted on their platform. However, they are getting protections normally gifted to a platform which strips them of liability for what is posted on their sites. If they were truly a publisher, they’d be liable

Executive orders aren't laws. In fact, they aren't legally binding whatsoever. Executive orders allow the President to order around his own subordinates. They don't allow him to order around private citizens. Twitter can completely ignore it and nothing will happen to it.

Even if it were legally binding, it would have the OPPOSITE effect. Twitter would be liable for its users' posts, which means they would have much more of an incentive to censor and delete anything that could be offensive.
