That doesn’t necessarily follow. Plenty of cities in Europe have had free public transit for decades. Public works programs like this often function investments that lead to a net surplus for cities over time.

What's funny is I'm pretty sure every city has a couple of free programs for certain ppl just nobody takes the time to look into them or their city really hides these programs.
