In communism, there would be no government (or money). Communism is the utopian ideal they want that can't be achieved. Countries or groups trying to achieve communism aren't there yet, obviously - they're socialist. Or as Lenin put it: "The goal of socialism is communism."

They believe everything is community owned instead of state owned. They don’t believe in having a state and instead believe in a society that anyone can voluntarily join or leave. Ironically enough when you ask how they will reinforce this system they usually say police.

It’s just an illusion of libertarianism. Once people inevitably start breaking more rules and laws in the society it will start needing to devolve into authoritarian statism more and more. Not to mention the society would completely crumble under outside pressure.
