Incorrect. Only things that are restricted are things that result in immediate physical danger (call to action).

Exactly, like you can say racist shit (that I don’t agree with) and no one can call the cops and get you in trouble with the law. But if you’re doing things that are physically harming other people or say you’re going to physically harm someone, then the law can come in.
