They consider harassment as a line of questioning. So unless that’s agreed upon, there’s a fundamental misunderstanding in your interpretation. “Victim blaming” is a common blanket term for that as well.

Coming in with a tone implying skeptical interrogation instead of measured understanding on a vulnerable topic can be seen as harassment if you continue pushing beyond the point of what is comfortable, yes. It has a lot to do with tone. Victim blaming is something else entirely.

A handful of questions from one person might not seem like much on their own, but consider a handful of questions from hundreds of people who imply from their tone that they don't believe you at all. If I were a victim in that position, I would feel lost and hopeless.
