It seems obvious why one would oppose a bill which makes misgendering a crime. Because it brings up the moral dilemma of who would decide if it was an accident or purposely used for harassment. Policing speech always brings up this dilemma.
It would work exactly like all harassment of protected classes have work worked for quite some time now. Targeted harassment by ppl in positions of power against a protected class could result in a lawsuit and fine. It's very clear in how it works.
