Ill give him benefit of the doubt, but if what happened is true, this a consensual situation based on the approach on Zack’s behalf which makes this pretty questionable. Age of consent is gonna get played all over the place however, the age gap is far too significant imo.

True but still it could be a possibility that he is doing this for attention Zack does have a history of doing shit like this so for him to bring it up now it's a little sus after he said nothing happened. But there is two sides to every story so I'm quite 50/50 on this one
