I love YouTube and when the notification system was first introduced I was told it was a chance for subs to see "every video you upload" I supported or then. But why break this system too? Why let it be only a "if we think the video is good enough" system as well?

How about having the default being “get all notifications” and then tap the bell to receive fewer if the user feels overwhelmed? Makes sense, yes?

It provides more options! Someone might want to see all videos in their subs feed, but not get notified about every upload from every single subscription (especially if they have A LOT). The bell gives channel-level options: receive none, occasional, or all notifications.

Why would you sub to a channel to get occasional notifications from them especially when they are daily creators or streamers, If this is your stance why not when someone clicks sub its presented to them then. do you only want the odd notifications or all the time.

Rather than they just subscribe and the option isn't there, as most don't even understand the option as you guys keep stating different things regarding the notification system and its percentage of successful pop ups.
