I love YouTube and when the notification system was first introduced I was told it was a chance for subs to see "every video you upload" I supported or then. But why break this system too? Why let it be only a "if we think the video is good enough" system as well?

Just to clarify, if someone taps the bell > all notifications, then they do get a notification for every video upload! It's only the "occasional" notification setting that sends just some. Also, no matter your notification settings, all new uploads still show in the subs feed!

Is there a way we can have users get notifications for *every* livestream when we go live, but only have the normal occasional subscribe notification? Or even no subscribe video notification at all, but can still subscribe to live streams? It's a common request to me.

That's good feedback, we'll share it with the team working on notifications! And feel free to also drop it in the send feedback tool, that's what we use to prioritize requests
