Right, the thing is mine and many other people's channels who lost YPP access were under the $100 threshold and would like to receive the revenue earned. Closing the AdSense account is out of question because that means not being able to monetize the YouTube account ever again.

To clarify, you can have only one AdSense account at a given point of time. If you choose to close your account now, you can link a new AdSense account with YouTube, once your channel meets the new threshold. Hope this clarifies!
