I don't mind the monetization changes! It makes sense from a business standpoint, especially with all the ad problems you caused yourself...
BUT the problem is that videos without monetization DON'T get promoted as much as ones WITH monetization

Beside throwing hammer on hard working youtuber and genuine creator you should have canceled their monetization who misused your policy.
