Yes :) You never needed to be a YouTube partner to use end screens and cards. You only needed to be verified by phone. Hope this helps!
Hi Daine, you will still have access for custom thumbnails post 20th February. The only change is with monetization criteria on YouTube. Let us know if have any more questions.
