So, the update is for paid channels for which the viewers pay a monthly/yearly subscription fee to watch. However, the video you are trying to watch is "a paid video" for which the viewers pay the purchase fee to watch it once.

It literally says as of sept 19 2017, I can’t create paid content anymore, but yet I still can. Also it says all paid videos will be made private, but they haven’t. I’m confused.
