That doesn't answer the question. I have a video fully uploaded from a 4k source, and the video is only allowing 360p viewings.

Thanks for clarifying – availability of HD video usually takes longer than other resolutions to process. You may upload your video as unlisted and make it public once HD becomes available, more info here: https://yt.be/help/3QZ9
