1. We will treat data from anyone watching children’s content on http://YouTube.com as coming from a child, regardless of the age of the user. This means we will only collect the data needed to support the operation of the service.

Why not have channels decide is their content is made for kids? Have channels select (when posting a video) if their target audience is adult or children (like 18+ or under 10 or 13-16, etc.) Your standards of kids vs adults seems vague and unfair. Let channels decide, not you.

This is why creators will also be required to self designate whether their videos are made for kids – you know your content/intended audience better than anyone.
