.@YouTubeTV I’m beyond dumbfounded that 1) I can’t use my account during extended travel and 2) can only make changes to my account via an actual computer using Chrome or an Android device

It doesn’t help. I’ve talked with them 3 times. The result has been the same: Update your home area on an actual computer, not an iPhone. Only 2 home area updates a year. This makes it incredibly hard for frequent travelers. The rep cancelled my subscription as a “fix”.
