Well I have dozens of false claims on my videos that fall into this short song clips category, when will those be fixed? @TeamYouTube

By false claims, do you mean that the claimant's content is not present in the videos or that you have the rights to use it? If so, have you disputed? If the content is present in your videos, this new policy only applies to claims moving forward–past claims won't be impacted.

Hello there. Your channel's total public watch time hours may change if you made your videos private or if you deleted some of your videos.

Does this work on claims from the past?

Good q – this update will not impact claims from the past. It only applies to manual claims submitted today onwards. For past claims, you can still use timestamps & editing tools to remove claimed content. More here: http://yt.be/help/w87U

is 5 seconds the maximum amount of time we can have before the audio can be claimed?

5 secs was just an example– think single digit seconds of a song. There are special cases/exceptions like when an entire video is a compilation of short music clips. Instead of focusing on a time limit, remember that any use of music you don't own can result in a claim.
