Dear @TeamYouTube I have a confusion regarding reuse content. If I use someone's full video which was uploaded under “creative common licence” on YouTube with my own commentary & on-screen present on first & last of that CC video will my channel be monetized?

Hi Team YouTube How does one get to use other(s) music or movie as footage in video without receiving notification of copyright strike, especially if one explicitly states that it’s not to be used as monetization in the description. Please break it down in simplest terms.

Dude! I'm asking that can I use a creative common attribution licence (reuse allow) video with my own creativity. If fair use also applicable for CC video as well as on the standard video so why CC licence still exist on YouTube????

Fair use is still in place. It's about reuploading someone else's content from one or multiple sources. So basically if you use a clip from a video and add commentary, it's OK. But if it's just someone else's footage without you adding something new then you can't earn money
