YouTube may adjust the video quality to help improve viewing conditions – for example when there’s a slower internet condition. You can still change it yourself from the menu (settings) then select quality: https://yt.be/help/JXPZ

We are not the only ones seeing the issue. It was first pointed out by another person in Canada (I'm in US). Others we've linked the video too also see the issue.

Higher resolutions, like 4K or 1080p, can take more time to process. While this processing happens, your video may appear to be missing higher resolutions for several hours. Once it's finished, higher resolutions will be available on your video. More here: https://yt.be/help/eENj
