This is INSANE. I now have 200 - TWO HUNDRED - takedowns against this one channel, and it’s still online and monetized. Hey @SusanWojcicki have you guys changed the "3 strikes rule" to the “200 Strikes Rule”? This far exceeds red flag knowledge & repeat infringer thresholds.
You're correct that 3 strikes can terminate a channel, but Content ID claims do not result in strikes–claims and strikes are completely separate. With CID you can block, track, or monetize, but not strike. Read through this: https://yt.be/help/ug1Q

You can do takedowns on unlicensed uses through Content ID: it’s the “Takedown” button w/DMCA certification. To clarify further, I did 220 individual takedowns on 1 channel through Content ID. These are takedowns which result in
strikes. So this channel now has 220 /1 -
Takedowns (and associated strikes) and it remains online and fully monetized with forced ads on all remaining videos. Claims are claims until you do a takedown: then they become takedowns and strikes. /2
