Thanks for reaching out. In order to reinstate your channel, you'll need to resolve atleast one of the strikes. The quickest way to do so is to reach out to the content owner to request a retraction. Here's how: https://yt.be/help/3vv8 . Hope this helps.

The person who copy striked the videos isn't the true rights holder and did it fraudulently! They don't respond to emails...much less retract strikes. They're in the business of bringing down channels so theirs rank #1 on YouTube.
Thanks. Twitter will use this to make your timeline better. UndoUndo

When I do an official counter-notification the autobot stops everything and says I don't have rights to the content. I have full written permission from the actual rights holder to publish these videos...but I can't get an actual person to review it on this channel!

The same person copyright striked my other channel, but those did get reversed. I just need this channel to get looked at by a human.

If you have the rights to post the content, you may submit a counter notification. Since you account is suspended, you'll have to send a free-form counter notification to copyright@youtube.com. The required elements of a counter notification are listed: https://yt.be/help/9Bk1
