You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more
You can use the Share button that appears underneath your video’s public page. You’ll also see the option to Share on social networks/platforms right after you successfully upload and publish a new video. Hope this info helps.
This still isn't clear... but it sounds like "no", if it has to be *after* publishing.
What about scheduled videos? What about going away for vacation, scheduling videos for those two weeks, you have to wait till they publish, then get online and manually share them?
I think they’re expecting you to schedule the tweet / Facebook post. Facebook has it on the main page, but for Twitter you have to go through TweetDeck or a third-party social-media manager. You get the link as soon as you start uploading to allow you to prepare these things.
