@YouTube does the YouTube copyright system check for previously uploaded content? I just got recommended by YouTube a video made up of other YouTube videos from other accounts. This copy had 13M+ views. Why isn't this a copyright violation? The copy video is def getting paid.

So I observed clear copyright violations and because I'm not the rights owner there is nothing I can do? Why does YouTube check for some copyrights but not others at the time of upload? Not explained at links provided.
