Yes, once a channel completes the eligibility requirements of 1000 subs and 4000 watch hours in the last 365 days, they can sign up for monetization. More info here: https://goo.gl/h5zWwx

If your friend's subscriber count has decreased more than usual around December 13-14, it could be due to the recent removal of spam subscriptions. If that’s the case, your friend will see an alert in YouTube Studio letting her know. Here’s more info: https://goo.gl/u9ndcR

You can modify the Watch time report as per your choice. In the graph, click the Compare metric drop-down menu, then choose Watch time (hours). More info here: https://goo.gl/7PjzPC . Hope this helps.
