@TeamYouTube the submit retraction page is empty for us but still linked in the dashboard. We definitely did submit copyright notices in the past.
Any way to fix this?

That's weird! Have you checked if you've received an email notification after submitting the claim? Were you signed into your channel during that process? Also, do you have other channels? Keep us posted.
