You should have received an email and a notification with more info in Creator Studio. Take a look at those resources and note that you can always reapply for the YouTube Partner Program again in 30 days.

Sir I read this page several times, but at first I told that my monetization is still disabled after my community guidline's expiration and I also mentioned that the problem is here that My monetization must be enabled because my adsence account and yt channel both are save.

From the Creator Studio update you'll be able to see an explanation with links to relevant resources including the option to reapply in 30 days. Let us know if t's otherwise.
