For the past several months, I have been planning on starting a new @YouTube channel. I created the channel months ago, have uploaded nothing to it, and now it has been "permanently disabled." Why?

Maybe it was disabled because it was inactive for a while. 
After reading the article, I believe it’s probably because I created the account, but did not attempt to add videos for a period of time, because I was planning ahead by making the account in advance. Well, thanks for your help anyway.
