ok ... so ... the first call was someone taking the complaint and vowing to follow up re: a ballot request he says he didn't make, and the second was someone calling a complainant back and telling them they'd follow up re: a ballot request. it's called investigation.

AZ has had 80% mail in voting for 30+ years, this was people who voted by mail in the past and thus received a ballot in the mail. Happens literally every election.
