That sounds like somebody admitting that they're competing as a tech company rather than a gaming company
I wouldn't necessarily say that. But I read the original interview Spencer did with Procol on my take on the situation.

Specifically this was the biggest takeaway I got from
@protocol piece ”I don't want to be in a fight over format wars with those guys [Nintendo and Sony] while Amazon and Google are focusing on how to get gaming to 7 billion people around the world. Ultimately, that’s the goal.” -
Based off the interview, it appears Microsoft wants consistent representation in both cloud and traditional gaming. However they also know that Nintendo and Sony aren't embracing cloud at least not yet (1/2)
