My main issue with the game was that it was an open world game for the sake of being an open world game when it didn’t need to be
I disagree the way the game is structured the narrative heavily relies on the open world design without it it would have weaken the narrative
Well when you say it like that.... 
but then let me rephrase, it was probably too big of an open world. Mafia 2 was a good size world for its narrative
