Minneapolis officer Derek Chauvin, who knelt on George Floyd's neck, has had 17 complaints against him filed over the years.
All but one were closed without discipline, per records.

Is that usual? I can't imagine that there were so many complaints against a person and almost every time he was found to have no issue.
It’s almost like there was a pattern of behavior. Maybe they were waiting for the 18th complaint?

The fact that the closed cases WITH discipline mention “letter of reprimand”...
I’m not aware of how the process “works” to avoid repeats (clearly it doesn’t) but would anyone expect a letter to change someone’s harmful behaviour? Cop out.
