A similar pattern in Washington County a few years ago: King County (Seattle) moved ti provide prepaid postage on ballots, after which the state level (and the GOP SoS) advanced that statewide as well.

In 1960, the city of Madison sent volunteers door-to-door to register voters. Just a coincidence that Mayor Ivan Nestingen was chair of the statewide Kennedy campaign. November turnout - 88% of city's registered voters. Nixon still carried the state.

Given that Milwaukee and Dane County are already sending ballot applications, I think it would be more advantageous for Democrats if there was no state wide sending of applications and Democrats should vote against any such attempt.
