Aha, this is how you expand voting rights: the city council of blue Milwaukee voted to send every registered voter within that city a ballot application — and suddenly statewide officials are moving in that direction as well. https://www.jsonline.com/story/news/politics/2020/05/27/wisconsin-officials-take-up-mailing-absentee-ballot-request-forms/5262753002/ …pic.twitter.com/tT1scN6zys

A similar pattern in Washington County a few years ago: King County (Seattle) moved ti provide prepaid postage on ballots, after which the state level (and the GOP SoS) advanced that statewide as well.

An important point by @djc2272: this only works if Republicans lack the jurisdiction & the statewide power to block local expansions or rights, a fate Texas cities have suffered for instance.

This is genius. Democracy as a whole works best when both sides have an incentive to participate and compete. Get the red areas to race with the blue areas for vote access and...

In 1960, the city of Madison sent volunteers door-to-door to register voters. Just a coincidence that Mayor Ivan Nestingen was chair of the statewide Kennedy campaign. November turnout - 88% of city's registered voters. Nixon still carried the state.

Given that Milwaukee and Dane County are already sending ballot applications, I think it would be more advantageous for Democrats if there was no state wide sending of applications and Democrats should vote against any such attempt.
