If they're stupid, it's better to just block them. They benefit from interactions, it makes them more visible.

Almost all promoted tweets are dumb or clickbait, and people already comment on them anyways. Blocking wouldn't do much good since there will be always be more promoted tweets to fill in the gap the blocked ones left behind.
