Phimosis is natural in children, and clears up by the age of 17 in over 99% of men, most are retractile around puberty. Phimosis after that age isn't right and needs correcting, this can be done with steroidal creams and stretching (look into phimocure) in 80% of cases.

Not when it's causing chronic pain, it's not. Phimosis can be a valid condition, and the treatment is tissue expansion by tension. IF that somehow fails, and there are no options but surgery, preputioplasty is the surgery of choice. Circumcision is not valid for phimosis.
