How would freezing property values lower taxes?

I didn't come up with either of these ideas

If values are frozen at ‘19 levels, you pay taxes on a lower valuation considering average residential property values increased by more than 5% last year and commercial properties are up more.

But the taxing entities will create new (likely bigger) budgets that require new tax rates every year, right?

Common misconception. We capped the total tax dollar-% raised after factoring in BOTH new appraised value and tax rates. You have to consider both, one is not more important than the other.
