Common misconception. We capped the total tax dollar-% raised after factoring in BOTH new appraised value and tax rates. You have to consider both, one is not more important than the other.

But everyone’s appraisals could increase by $1M each and tax dollars still could only be raised 3.5% for cities and counties. Appraisal amount isn’t any more key of a driver than the tax rate.

In fact, I’d say the tax rate is more important because at least taxing entities know the certified values prior to adopting the rate. Appraisal districts don’t know the rate before assessing value.
