update: EVO is apparently now allowing coaching everywhere but the stream setup. you can decline to play on stream every match until top 8.

This seems like it is designed such that they do not have to enforce. Good luck busting someone for coaching 1 min if its not on stream
good luck enforcing someone that takes longer than 30 seconds then?

Additionally, humans are not that good at estimating time. Telling the difference between 30, 40 and 60 seconds without clocks = unreliable

Not to mention that the onus is ona player that potentially is not getting coached to time it, removing their focus from the match
