Sometimes, but it means you have to be much closer for Shine to connect which is why I like CC + will grab the ledge if they are close to it

But what you said can and should be used too, I personally am not that good at it atm but I understand that it sometimes is great to use

yeah I think the general rule is :CC strong moves like tipper fair, shield weak fair/nair ones that you already get a punish for without.
