yeah I think the general rule is :CC strong moves like tipper fair, shield weak fair/nair ones that you already get a punish for without.
This works well in practice since marths are used to having an advantage when they hit tipper fair and its harder to see compared to shield

I definitely agree that this is a more "in practice" thing. I don't think the frame data supports it being true in most cases
