Mechanics are an irrelevant skill for casters or coaches. It is a waste of time to practice them rather than watching film.
Melee as a game is particularly hard to learn without playing, but I think someone putting in work to study matches/game theory could do it.

I think it is more efficient, but more boring to most people. Cutting out mechanical skill allows you to learn other aspects faster.

I think there's some base level of play required in any game to get feel and intuition for certain situations.

The thing is that right now they don't study for commentary nearly enough to make up for the lack of knowledge gained through playing.

In my experience, you definitely have to love grinding film. Not for everyone.
