I tried to recreate this on a smashbox and I got hit. I copied your ports and percentage exactly.
the smashbox isnt the same as all other digital inputs, however straight left/right is an easy add on to box/gcc

Digital input is a better way to play the game, the issues like polling prove GCC not designed properly for smash.

No one's trying to escape uthrow dsmash for no reason, there can be a ruleset made that covers this stuff.
