Imo all bans should be done by the specific TO of an event but that's a discussion for another day (which is already somewhat the case since panels have literally no authority, I believe he isnt banned in Canada or Europe either)
This is exactly what is already happening, no to is forced to ban anyone lol. The CoC just recommends what they would do, and it does make it a lot easier to not pressure a specific TO into submission either way, since those TOs are already busy trying to run an event.

If that's whats happening already all the more reason to try to appeal to TOs, since the deciding factor lies in what the community thinks and not in what the conduct panel demands, as they have no authority.

I don't agree that it does not pressure TOs, it just switches the pressure from having to issue a ban, to having to challenge the decision of the CoC
