Throws in this game have 7/8 frames of startup, so when you're looking to react to throws, you should look at your opponent and react to the grab animation.

Oh, I see you're trying to react to a specific animation. I remember reading what the late tech window was and it was like frames 15-17 or something?

It's actually quite a bit more lenient than that; it's 1-12F for early throw tech and 13-22F for late tech. But with this method, you effectively get 30(!) frames to react and suddenly it becomes doable even with a somewhat more loaded mental stack, and even online. 7/8 is a lot!

Sure, but I wonder how realistic it is with delayed overhead/stagger/run into jump. I think probably still pretty rough

Yup def not easy. But probably not impossible, and if you're looking to defend on reaction in a clutch spot I think this is PROBABLY the most solid way of scouting grabs on reaction

btw its really important that you practice this on ps4 and not pc, pc will have ~2 frames less lag

You can add 2f or 3f input lag to PC, and it's very doable still

Yeah for sure, teching throws here is pretty similar to teching point blank DR in DBFZ You just have to commit to a throw input unlike DBFZ where you can commit just a 5L or 2L (you can mask it behind another input though if you are very fast)
