Some of it is shallow but tracking at least adds a lot of depth. Being able to OS a specific chunk of the opponent's movelist in specific situations creates a lot of opportunities for mindgames.
Anakin vs Knee at Combo Breaker is my favorite example of this. Knee had such a deep understanding of Anakin's timings that he kept blowing him up with huge steps. And the main move Anakin had to counter the step (df2) was unsafe, which Knee kept reading and block punishing.
