I wouldn't say that, none of his pokemon have super active tilts besides maybe Ivy but it doesn't hit below ledge so he chooses not to mess with it. If he ran off on reaction with ivysaur and naired though it will probably always connect.

Ivy can't reliably hit him far enough off stage for this to be guaranteed, even then runoff/jump nair wont kill often and will drop/send wrong direction as well.

This is just theorycraft but have you tried down smash with Charizard for when they go low & something like fair when they go high? 40 frames to react should mean that you can adjust your punish based on Chrom's height when he starts.
