Ultimate does have this kind of stuff. So if they were to support the scene directly, it makes sense for them to do it with Ultimate.
its definitely easier to justify with ult, but the smash series in and of itself works as an advertisement for all other series (see fire emblem) itd take a company that was willing to go a few steps to make max profits on melee but i seriously think min support is worth atm

The important part for a Japanese company is to somehow quantify the benefits/ROI, which I'm not sure how we can do, but I'm sure there's a way.

i mean i think it's just the same reason they don't do anything else (character skins for example, relatively low labor with potentially high reward) either it's not possible because of something we don't know, or they simply don't think it's worth their time

Having melee regularly hitting big numbers surely helps ult too as many people probably identify it as the Smash Bros game
